NORMAXIS in Occitania
MEP engineering, environmental consulting, biodiversity certification

NORMAXIS operates in the Occitania region of South-West France on real-estate, urban-development, industrial and public projects: RE2020 thermal engineering, environmental consulting (BDO, QDO, HQE, BREEAM), ecological surveys, court-admissible measurements and independent third-party biodiversity certification. Teams mobilised on Toulouse, Montpellier, Nîmes, Perpignan and across the whole region.

Regional presence

A region with major environmental and industrial stakes.

Occitania is France's second-largest region by area and concentrates strategic markets for our intervention: aerospace and aviation in Toulouse (Airbus, ATR, CNES), pharmaceutical and MedTech industries in Montpellier, green hydrogen and decarbonised industry on the Lacq-Bassens-Tarbes basin, viticulture and wine tourism in Languedoc, tourist real estate along the Mediterranean coast.

Each market concentrates specific environmental constraints: Mediterranean biodiversity (Camargue gardoise, garrigues, dry calcareous grasslands), dense Natura 2000 network, industrial ICPE constraints, regional certifications BDO Occitania and QDO Quartier Durable Occitan (envirobat Occitanie), reinforced Net Zero Land Take pressure on agricultural land.

Our teams in Aix-en-Provence travel on site within 48 to 72 working hours depending on project phase, with operational knowledge of regional specifics (climate, biodiversity, local regulations).

Regional frameworks

BDO and QDO Occitania — the local reference grid.

The BDO (Bâtiment Durable Occitanie) and QDO (Quartier Durable Occitan) processes, run by envirobat Occitanie since 2014, are the regional environmental evaluation frameworks. Inspired by the Mediterranean BDM, they adapt requirements to the Occitan context: Mediterranean and oceanic climate, water constraints, regional biodiversity.

  • BDO Building — 4 levels (Pass, Bronze, Silver, Gold). Evaluation on seven themes: territory and site, materials and construction, energy and comfort, water, biodiversity, social and economic.
  • QDO Neighbourhood — sustainable-development process for ZACs, eco-districts, urban operations.
  • Articulation with HQE, BREEAM, NF Habitat — combinable in cumulation, NORMAXIS structures the trade-off depending on programme and target investor.

Occitania FAQ

Frequently asked questions about our work in Occitania.

Our head office is in Aix-en-Provence (Espace Wagner). We do not have an Occitania agency: our teams travel on site as needed within 48 to 72 working hours. This setup lets us pool technical competences and guarantee method homogeneity across all projects, regardless of region. For multi-site operations, a dedicated reference engineer handles local coordination.
Yes. Our ARKENOR consultants are trained on BDO (Bâtiment Durable Occitanie) and QDO (Quartier Durable Occitan) from envirobat Occitanie. We carry the file from application to regional audit, in interaction with the awarding commission. The BDO framework is often combined with HQE Bâtiment Durable or NF Habitat HQE for operations targeting both regional public procurement and a national investor public.
Occitania concentrates major biodiversity stakes: Camargue gardoise, Languedoc garrigues, calcareous dry grasslands, Pyrenees wetlands, Cévennes chestnut forests. Fauna-flora surveys must cover a full biological cycle adapted to the Mediterranean calendar (bats including heritage species like rhinolophus in summer, orthopterans in late summer, calcicolous endemic flora in spring). Our ecologist team masters these specifics.
Yes, on non-confidential aspects of environmental engineering and building compliance: RE2020 thermal study of offices and workshops, acoustics of industrial halls, acceptance measurements, ICPE file for classified installations, ecological expertise in case of land extension. We work as subcontractors of major integrators and directly for public clients on related programmes (RD&D, airport infrastructure).
Ideally from the programming or sketch phase, 18 to 24 months before permit submission. Mediterranean biodiversity constraints and full-cycle surveys require strong anticipation. For operations targeting BDO Silver or Gold level, certain structuring choices (compactness, orientation, footprint biodiversity, water management) must be locked in before preliminary design to avoid cost overruns and delays.
