The Fos-sur-Mer industrial basin concentrates the largest French green-hydrogen projects: hydrogen-reduced iron production, green ammonia for export, electrolysis coupled with the historical petrochemicals of the Berre lagoon, future import terminals. Context
Fos — Mediterranean green-hydrogen hub
The Fos-sur-Mer port-industrial basin concentrates the ideal conditions for green-hydrogen megaprojects: available industrial land, port access for green-ammonia import/export, HV electrical network for electrolysers, existing industrial ecosystem (refineries, steel, petrochemicals) ready to consume. Several flagship projects worth several billion euros are under development or authorisation — hydrogen-reduced iron production, green ammonia for export, electrolysis coupled with petrochemicals, import terminals.
Each project requires a full ICPE file (sections 4715 hydrogen + 1416 flammable gas, often Seveso), a hazard study (EDD), an environmental impact study, a neighbour-acoustic study (existing residential exposure zones around sites), and increasingly an opposable ESG certification for investors (EIB, climate funds, banks).
